ICSSC COLLOQUIUM
The Colloquium theme for 2008 is Dual-Use and Multi-Use systems and services. Early Bird, the first commercial communications satellite, was designed to provide dual-use (television and telephony) services. The industry struggled for many years with the transition to additional frequency bands and the introduction of new services. Now the satellite communications industry is finding increased efficiencies and profits from dual- and multi-use systems and services.

The Colloquium will feature six leading authorities on dual-use systems and services. Each speaker will have 45 minutes to fully explore the current and future dual-use strategies. To date, the following five speakers are confirmed with a remaining speaker pending:

Denis Curtin

Joseph Pelton
Director, SACRI-GWU.

William Watkins
Chief Technical Officer, Computer Sciences Corp.

Thomas Butash
Engineering Fellow, BAE Systems.

Takashi Iida
Invited Advisor, National Institute of Information and Communications Technology, NICT.

A DOD-DISA official will discuss the direction and need for military/commercial satellite efficiencies for the defense community.

After the sixth presentation, the chair and speakers will form a panel where they will be open for those tough questions from the audience.



International Traffic in Arms Regulations (ITAR)
AIAA speakers and attendees are reminded that some topics discussed in the conference could be controlled by the International Traffi c in Arms Regulations (ITAR). U.S. Nationals, who are U.S. Citizens and Green Card holders, are responsible for ensuring that technical data they present in open sessions to non-U.S. Nationals in attendance or in conference proceedings are not export restricted by the ITAR. U.S. Nationals are likewise responsible for ensuring that they do not discuss ITAR export-restricted information with non-U.S. Nationals in attendance.



NEW PASSPORT LAW
New United States Federal Law requires that travelers entering or re-entering the United States from any international country (including the Caribbean, Bermuda, Panama, Mexico, and Canada) must present a government-issued passport to clear U.S. Customs.



Publication Policy
AIAA will not consider for presentation or publication any paper that has been or will be presented or published elsewhere. Authors will be required to sign a statement to this effect.



WARNING — Technology Transfer Considerations
Prospective authors are reminded that technology transfer guidelines have considerably extended the time required for review of abstracts and completed papers by U.S. government agencies. Internal (company) plus external (government) reviews can consume 16 weeks or more. Government review, if required, is the responsibility of the author. Authors should determine the extent of approval necessary early in the paper preparation process to preclude paper withdrawals and late submissions. The conference technical committee will assume that all abstracts, papers, and presentations are appropriately cleared.
