A key objective of the 6th Annual U.S. Missile Defense Conference is to ensure that the Ballistic Missile Defense System (BMDS) Team maintains critical relationships, communication channels, and strategic direction as the BMDS continues its development and global deployment. The BMDS Team—led by the Missile Defense Agency and supported by elements of the Department of Defense, combatant commands, service staffs, elements of other U.S. government activities and agencies, and U.S. industry at all levels—can only meet the challenges of developing a successful BMDS when it works as a unified team. This conference seeks to maintain, support, and enhance the BMDS Team integrated and cohesive response to this national strategic challenge. The conference—hosted by the American Institute of Aeronautics and Astronautics (AIAA), in cooperation with The Boeing Company, and supported by MDA—will provide delegates access to the current state of the BMDS, to include a review of national policies, service priorities, technical advances, and related issues that may affect the deployment of a BMDS able to meet stated requirements. Discussions will provide views of the evolutionary development of a global, layered, integrated BMDS; the integration and testing of BMDS capabilities; the status of key BMDS elements; and the current political/policy environment, including the status of allied programs in support of BMDS forward deployments. Topics selected for presentation should relate to current and future issues such as integrated air and missile defense and the need for missile defense technology innovation. Conference participation will be restricted to delegates from U.S. government and industry who have demonstrated a valid need-to-know and who have a valid SECRET or higher security clearance. Delegates may NOT represent the interests of non-U.S. entities. [EXCEPTION: In 2003, the U.S. Secretary of Defense and the Secretary of State for Defence for the United Kingdom agreed that the development of an effective ballistic defense system supports the security interests of both nations. Therefore, a member of the U.K. Ministry of Defence Missile Defence Centre was assigned to the U.S. MDA as a fully integrated member of the agency staff, with full access to technical information, either collateral secret or unclassified but export controlled, that is developed or owned by MDA. This person comprises the singular non-U.S. representative authorized to attend the conference. Separate disclosure review will be required for the discussion of detailed manufacturing or production information, intelligence, service- or componentoriginated information, or information developed under or protected by agreements with other nations.] Conference organizers will develop the four-day program using a mixture of invited presentors, selected presentations as a result of this Call for Papers, and relevant panel discussions on specific issues related to the development and deployment of a global, integrated BMDS able to provide appropriate missile defense for our nation.
