Minutes of the 1998 ASTC General Body Meeting

- The meeting was called to order by David Jensen at 7:12 p.m. He distributed an agenda and an attendance sheet. Members and visitors introduced themselves.
- On behalf of AIAA, Emily Davies congratulated the committee on attaining formal standing as the 68th national Technical Committee. She suggested that, for smooth operation, the TC should develop bylaws and membership requirements.
- Brewster King, also from AIAA HQ, spoke about the role of the TC in conference planning. At the moment, this role has to do with the Adaptive Structures Forum, held in conjunction with the SDM since 1993.
(At this point, Marc Regelbrugge and Rob Clark left to represent the TC at a long-range planning meeting.)
- David Jensen reviewed the steps in the development of the Adaptive Structures Technical Committee over the last year. Applications for nominal 3-year membership were invited in the fall, and David noted that some people still needed to sign up officially. On-line forms are available through the AIAA web page. David Jensen noted that one of our main functions was to organize the Adaptive Structures Forum, and that one of our challenges was distinguishing it from other conferences that address similar topics. A straw poll concerning overlap with other societies and conferences revealed that: about 30% of those in attendance participated in ASME active structures activities; about 45% participated in the SPIE meeting; and about 15% participated in AHS activities. IAF, ICAST, and SEM represented smaller fractions. These results indicate a continuing healthy interest in active structures within the AIAA membership alone.
- David Jensen reviewed the proposed TC organization, including officers and subcommittees.
The TC chair and vice-chair would serve 2-year terms.
Publications subcommittee (Diann Brei, chair). Responsible for Aerospace America highlights and other articles. TC members are encouraged to provide input (1 paragraph) to Diann ASAP, including color photographs. (Email: dibrei@engin.umich.edu)
Overview articles on the general subject of adaptive structures are encouraged for publication in Aerospace America. Rob Clark and co-authors are finalizing one for submission soon.
Web Site (Frank Abdi, chair). David Jensen thanked Frank Abdi for establishing a web site for the TC:. Check it out at: http://www.AdaptiveStructure.org. Please send suggestions for links, events, short courses to Frank. (Email: fabdi@alphastarcorp.com)
Membership subcommittee (Mark Hopkins, chair). The desired makeup and size of the TC was discussed. Mark agreed to assemble a membership roster. Those attending thought it would be good to post the roster, as well as the meeting minutes, to the web site.
International Activities subcommittee (Yuji Matsuzaki, chair). Responsible for nominating international members and coordinating with international societies and conferences.
Mike Tinker suggested that two subcommittees be added: Liaison, and Awards.
A motion to accept the proposed organization as discussed, including the additions of an Awards subcommittee and a Liaisons subcommittee was seconded and approved.
- David Martinez agreed to draft a set of bylaws for the Adaptive Structures TC. Several attendees agreed to assist David by providing copies of the bylaws of other TCs as follows: Jay Kudva, Structures TC; Marc Regelbrugge, Structural Dynamics TC; and Jesse Leitner (liaison), GNC TC.
- Inderjit Chopra accepted an assignment to the Publications subcommittee, and Porter Davis to the Membership subcommittee.
- The TC was advised to expect a request for information from AIAA regarding strategic planning. Ken Griffin noted that this was a possible prelude to overall reorganization of the national TC structure.

George Lesieutre summarized current plans for next year's ASF.
SDM/ASF will be held 12-15 APR 99, in St. Louis. Ed White is the General Chair.
George noted that one of our challenges was giving the ASF an identity distinct from other conferences on similar topics. Clearly, the emphasis should be on technology and applications most relevant to aerospace systems.
The format for the ASF will be similar to this year's. There will be approximately 10 sessions, beginning on Tuesday afternoon (possibly morning), and ending Thursday morning.
Some organizational / administrative issues remain to be addressed, including the following:
The timing of the lecture associated with the (ASME) Adaptive Structures and Material Systems Prize. There was some sentiment for an early Wednesday evening presentation. The desirability of finding a sponsor for a reception was discussed.
ASF plenary speaker. The keynote ASF plenary speaker will be invited for Thursday morning. George invited suggestions for speakers.
Nominees for ASMS prize. The ASME encourages AIAA TC members to nominate people for this award.
Proceedings and program format. Can we ask AIAA to assemble separate ASF proceedings, as was done in the past? Can PDF files be distributed on a CDROM? Can sessions be identified as "ASF" in the conference program, as was done in the past?
Suggestions for a short course to be held prior to the conference would be welcomed.
Abstracts for next year's ASF are due 3 AUG 98. TC members should expect to assist with reviews until about mid-September. 50 abstracts of 63 submitted were accepted this year. A strong program could be assured next year with about 75 abstracts.
Several TC members agreed to assist in the solicitation of abstracts on particular topics, in some cases resulting in complete sessions:

Three nominations were received for Technical Chair of the Adaptive Structures Forum, 2000. The TC steering committee should make a recommendation by the end of the summer, 1998.
- D. Jensen will extract recommendations for 1998 ASF best papers from the evaluations made by session chairs. He will also forward them to AIAA, ASME.
- Those in attendance thanked David Jensen for getting the Adaptive Structures TC established formally, and for serving as the General Chair of this year's ASF.
- The next AIAA TC meeting will be held in conjunction with the ASME TC at the SPIE meeting in Newport Beach (CA) in February, 1999. AIAA makes meal allowances for up to two TC meetings per year.
