Minutes of Air Transportation Systems TC Meeting
Wednesday, 20 September 1995
Sheraton Gateway Hotel, Los Angeles, California
The meeting was called to order at 7:30 a.m. by Ray Ausrotas, substituting for Tony Hays, Chair, who was unable to attend due to last minute work requirements. Present at the meeting were:
Tony Hays, courtesy of Milt Wilson, delivered the provisional agenda for the meeting, as well as the ATSTC Draft Two-Year Plan and the revised ATSTC Charter, which were distributed to the members.
Ray Ausrotas appointed himself secretary (pro tem), and proceeded with the agenda.
Everyone agreed that they had seen the minutes of the May 3, 1995 ATSTC meeting, courtesy of Tony Hays e-mail, and the reading was dispensed with, with proforma approval.
In absence of the Chairs of the Steering, Technical, Publications and Awards Subcommittees, there were no reports. Neither did the chair of the Education Subcommittee have anything to note. It was noted that the absence of many members of the TC could be due to a variety of causes, including the state of the industry, personal last minute interruptions, the location and the timing of the meeting, etc. Don Richardson inquired about the status of the Aerospace America document and was informed that the latest revision, which reduced the length from 1600 to 1300 words by AIAA demand, was in Tony Hays' hands and would be e-mailed to all members for comments if time was available; otherwise directly to AIAA Publications by the end of the week (9/22/95).
(a) The TC chaired, as promised, two technical sessions at the 1995 AIAA Congress.
(b) The 1995 Aerospace America Annual Review was completed (almost).
(c) The 1996 ATSTC Workshop, to be chaired by George Swtnam, was discussed at length, starting with the tentative title for the workshop. Following various suggestions, "George agreed to a more inclusive title than simply "Free Flight", and "ATM in the 21st Century-Where does Free Flight fit in?" seemed to be the consensus title. George is gathering speakers (Bill Cotton - United Airlines, MITRE speakers). Our NASA committee members (Bergeron, Galloway, Lee) promised to have some NASA speakers discuss latest research Advanced Air Transportation Technology (AATT) results. Suggestions were offered that RTCA Task Force 3 representatives, as well as NATCA (The Controllers Union) representatives would be useful/necessary. Finally, George indicated that he is still anxious for input for speakers, as well as topics/issues from TC members. The date for the workshop will be March 6, 1996. George has talked to Emily (of AIAA Headquarters) to arrange for the conference room (and the greatly appreciated lunch). Marketing (or publicity) for the workshop remains to be done. Ray promised to get to the proper person at ATRIF so we can get into their mailing for the Spring meeting. (Someone still must get to the FAA for their Forecast Conference mailing). All other ideas for workshop publicity are more than welcome from TC members.
(d) Airline participation in AIAA activities remained dormant (aside from Bill Cotton at workshop), as far as present members were aware. Word is awaited from Joe Davis on his activities.
(e) Also Agenda Item No. 5. The TC members reviewed the latest TC Charter, which includes Military Airlift, and unanimously approved the wording. Now the TC must get Military representation.
(f) 1996 World Aviation Congress, October 1996, Sheraton Gateway, LAX. Bergeron/Lee promised to sponsor/chair on session. More activity needed by members. This will be discussed further by e-mail and at the next TC meeting, although time is running short (!)
(g) Awards. This topic was left to Joe Windisch, by default, in his absence.

None of the TC members had any idea why we were talking about standards. Brief, very brief discussions on that; indeed, that we had no role in this business.
Don Richardson had no additional special events for us to participate in. He did raise the question of whether the TC particpated in the annual Reno Conference in January, but as far as the members present knew, we did not. (Corrections to this impression are welcome).

TC members agreed that it would be held in conjunction with George's Workshop on March 6, 1996. Ideas on how the meeting should be structured (i.e., after, before, during Workshop) or on the next day were all bandied about and no conclusions reached. However, a decision was reached to let the TC Chair in on this discussion/decision.
Having covered all items on the agenda, and at the urging of the next TC slated to occupy the conference room, the 1995 LAX ATSTC meeting was adjourned at 9:25 a.m.
