Minutes of  Air Transportation Systems TC Meeting


March 3, 1997, Washington, D.C.


Chairman Joe Windisch called the meeting to order at 4:55 PM, following the day's very successful symposium on the next generation large transport aircraft and its impact on airports and other elements of the air transportation system.

In attendance were the following:

Item No. 1 - TC Cooperation

Windisch reported that member Tony Hays was absent due to jury duty. Windisch mentioned that AIAA management felt there should be more interaction and joint effort among the various TCs -- in our case, with the Aircraft Operations and Aircraft Design TCs. Joe had invited them to join in on today's session re NLAs, but evidently none was able to attend. There was discussion of possible future joint activity in connection with the major AIAA national meetings, such as the upcoming Global Air and Space meeting in May in Washington.

Item No. 2 - New Members

Windisch discussed the desire to add some new members to our TC, and urged current members to give this some effort. (He asked Cindy Lee to check and see if Hugh Bergeron is getting e-mail.) Windisch indicated he wanted to have the TC designate a Vice-Chairman; a move to draft Ray Ausrotas was stymied by Ray Ausrotas, and this piece of business was deferred to the next meeting, in May.

Item No.3 - Aerospace America Highlights

The article for the year-end Aerospace America, due to be completed in September, needs to be assigned to someone on the TC at our May meeting. Chairman Windisch passed around for those present copies of obituaries and other remembrances of the late George Swetnam, whose energy and professionalism contributed so much to the work of the ATS - TC.

Item No. 4 - Information Distribution

Windisch mentioned that he seems not to be receiving material from AIAA national in the volumes that Tony Hays did. Hal Kohn indicated he would look into this with the folks at headquarters. It was suggested that the AIAA homepage (www.aiaa.org) may be one reason the paper flow has reduced.

Item No. 5 - 1998 ATSTC Workshop

The Chairman proposed that the TC present another day's symposium next March, inconnection with the ATRIF and FAA meetings, based on the success of today's and the past years' sessions. (There were 60 to 65 registered attendees plus 6 or 7 press representatives at today's session.) This met with general concurrence, and Windisch asked that members give this some thought so that a topic and chairperson can be designated at our May meeting.

Item No. 6 - Hal Kohn Introduction

This being Hal Kohn's first session with the TC, he gave us a bit of his pre-AIAA background. A mechanical engineer, he spent time with the U.S. Navy, involved in ship design. He has been with AIAA since June, 1996, in the position of Manager, Business Development/Planning.

Hal brought up three topics:

Such a conference would seek to provide a forum where all perspectives of the flight safety topic and all participants in the field could interact. It was agreed that this TC will support this concept to a proposal stage, and Hal Kohn was asked to flesh out this proposal and discuss with AIAA headquarters personnel so that a decision can be made as to how/whether to proceed at a future meeting of the TC. The next meeting of the ATSTC is scheduled in conjunction with the Global Air and Space meeting in Crystal City (Washington) on May 7, 1997 at 2:00 PM.

Chairman Windisch will advise details as the date approaches.

The meeting was adjourned at 6:00 PM. The group reconvened for dinner at Blackies House of Beef, nearby, and enjoyed an evening of good food, spirits, and conversation. The single item of business was the passage by acclamation of a resolution of appreciation for Chairman Windisch's and AIAA staff's organization of the day's excellent symposium.
