There was a great deal of discussion about the topic of wake vortices and their impact on air transportation system capacity. George felt that this was an important issue that was being overlooked. Nora suggested that our TC put together a white paper about the wake vortex problem. Members suggested several sponsors and potential collaborators on this effort including the FAA (ATC or Safety group), researchers from MIT and the IATA (International Air Transport Association) capacity group. Many in the group felt the capacity/wake vortex issue would be a good topic for our next workshop.
Robert Wylie, who is thinking about joining the ATSTC, participated in the meeting as a guest. He is Manager of Business Development for Lockheed Martin Management & Data Systems.

David Brandt announced that Friday is his last day at AIAA. He is going to work for Lockheed Martin at their new Crystal City, Virginia location. A replacement for David at AIAA has not been named yet, but for now his substitute is Brewster King. Brewster's e-mail address is

Ray recommended that the next TC meeting should be held in October 1999 at the World Aviation Congress in San Francisco. World Aviation Congress
George stated that he has some potential presenters for a session at the World Aviation Congress. However, he has heard rumors about poor attendance at some sessions in the past at WAC, and is concerned about the possibility of this occurring in October. Workshops and Formal Publications
George wanted to know if AIAA is a good forum for publishing papers from conferences that are currently only on the web. For example, FAA/Eurocontrol just had a meeting in October 1998 in Orlando, Florida. Papers from this conference are only available on the web...they are not published in a journal. The next FAA/Eurocontrol conference will be held June 14-16, 2000 in Naples, Italy. The FAA/Eurocontrol meeting is a closed conference - invitation only. George suggested a 1 or 2 day ATS conference immediately after the FAA/Eurocontrol meeting, which would be open to all interested persons. Another possibility is to coordinate our workshop so that it coincides with meetings of other organizations that address technical issues in aviation, such as RTCA. New Members and Guests

Ravi asked members to express their opinions about the 1999 ATSTC workshop topic, "Commercial and Military Air Transportation: Meeting the Challenges Together".2000 Workshop
David stated that some of the other TC's invite people to participate in small workshops and charge very little or nothing for attendance. Members agreed a smaller scale workshop could be a better approach. Ray suggested that we put together a list of potential workshop attendees. He asked TC members to mail suggestions for speakers and possible attendees to Sharon.
Robert mentioned the possibility of political problems if we have a capacity-related workshop at NASA Langley instead of NASA Ames. Ray will contact Tom Galloway to get his opinion about this matter. Next TC Chair
George nominated Nora as a candidate for next TC chair. Nora stated that she is willing to serve in this position.Additional WAC Issues
George will chair a session at the WAC on capacity. Dimitri Mavris will also chair a session at WAC. David suggested asking Brewster to send out a postcard to local (San Francisco Bay Area) AIAA members to advertise the two ATS WAC sessions.
