Meeting Minutes
11 March 2001

The meeting came to order at 6:50 Sunday evening at Blackie’s restaurant in Washington, D.C. In attendance were Dan Salvano, Todd Farley, Ray Ausrotas, and Nora Lawson.

Publications

The AIAA published the selection of papers from the 2000 ATM Conference in Naples, Italy titled "Air Transportation System Engineering: ATM Research and Development Seminars". The papers were selected by George Donohue of the ATSTC, and reviewed by Nora Lawson, also of ATSTC. Thank you, George, for putting this together.

Congressional Visits Day

Congressional Visits Day (CVD) will be held March 22, 2001. The purpose of this event, sponsored by AIAA, is to influence Congressional budgeting. Planning for this event has occurred over the last six months. In past years, FAA issues were not included; the emphasis has been mostly on astronautics, with some economics issues included. Nora participated in all stages of planning, and convinced the committee to include "Safe and Efficient Air Transportation System" as well as "National Aviation Research and Technology" as focal points for the day. Several teams of AIAA members will be formed to visit Senators and Congress, spending an hour or so with each. You are all invited to participate on March 22, so please volunteer. There is also a reception from 5 PM to 7 PM for all Congressmen/women, which we are also invited to attend. Attached is the registration form for your convenience. Membership

If anyone knows of anyone in the industry who would be interested in joining our TC, please let Nora know.

Don Richardson, Director, Aircraft Technology Integration and Operations Group, is trying to create a new TC: Air Transportation Management TC. This is an exact duplication of our TC, and can only cause problems. We need to let Don and AIAA know that this would be to the detriment of the organization. I recommended that we draft a letter stating the reasons why this would have negative impacts, and send it to Don and the Board of Directors. We can either send one letter from the ATSTC, or we can send individual letters from each of us. The latter would certainly get their attention. Please send Nora your e-mail on which tactic you recommend and why. We also need a volunteer to do a first draft.

AvWk’s Aero Expo

Aviation Week’s Aerospace Expo will be held 16 – 18 October 2001, in Los Angeles. There will be two or three ATS sessions:

  1. Satish Mohleji of MITRE/CAASD is leading a session on Aircraft Technology Integration and Operations
  2. ATS TC Session: Revolution in the NAS: Transformation of CNS from Ground-Based to Satellite-Based (or Air-Based or Integrated Sources or ) Or maybe just Revolution in the NAS: Transformation of CNS. Not all CNS will be satellite based. Please provide your input on title.
  3. There is also a session that only states "ATM". I will contact Bruno Kisala of AIAA, who is one of the chairs of the conference to find out who is doing this session, and what the content will be.

A planning meeting was held 17 Nov 2000, with Dan Salvano, Nora Lawson, Bruno Kisala participating. At that time, we agreed to concentrate our session on the planned revolution in Communication, Navigation, and Surveillance. Each session should have four or five papers, with the presentation lasting about 20 minutes, and a question-and-answer period lasting about 5 – 10 minutes.

Topics discussed as candidates for our session include:

  • Donohue’s capacity and safety program (to set the stage for needed changes)
  • Hallinan’s Safe Flight 21 program using ADS-B in an operational setting (Capstone in Alaska)
  • ADS-B in Memphis: Dave Ford of FAA or an industry representative participating in the exercise (CAA, UPS, Fed Ex)
  • In trail descent and climb, approach/departure spacing, surface movement, etc.
  • RTCA’s Surveillance Operational Concept and Architecture Roadmap, as recommended in August 2000
  • Digital Communication: Russ Chew of AAL, CPDLC I/IA, NARC

We need to select which four or five of these to pursue. We’ll need at least one paper for each category (C, N, S). I can handle the RTCA Surveillance paper and contact Hallinan about the SF21 paper. Does anyone know Russ Chew well enough to contact him about participating? How can we target the other topics to fit our theme?

During a recent teleconference on the Expo, Bruno provided the following information:

  • Abstracts due 1 April 2001
  • Annotated briefing due 25 May 2001 (some leeway on deadline)
  • Early bird Conference fee $360 for AIAA members

[Editor’s note: Todd Farley informed me Monday that he read a different set of guidelines, that a full paper is required, and due 1 April 2001. I checked with Bruno, and learned that the information Todd read was for non-invited speakers. Our session is all invited speakers, and my original information was correct. However, Bruno just informed me that the deadline for our abstracts has been extended to 16 April. I would not expect another extension, however, so we should work quickly to select participants and get confirmation from them.]

Future activities

We are planning a follow up to Dan Salvano and George Donohue’s 2000 workshop on Capitol Hill, to occur in early 2002, before the hearings that will occur in March. Recommendations for this workshop should be submitted to Dan Salvano.

 

Next meeting

The next ATSTC meeting will be held in May in conjunction with the AIAA Global Air & Space 2001 International Business Forum and Exhibition, to be held in Crystal City May 7 - 9. Exact date, time, and room of our meeting to be provided later. We could do either a day or evening meeting. Let me know your preferences.
