1. Attendance
The meeting was officially called to order by the Chairwoman, Nora Lawson, at 6:05 PM. Members present were:

2. Briefing by Mr. Don Richardson, Organizer of the ATIO Forum
Don Richardson briefed the TC on the goals for the 2002 AIAA Aircraft Technology, Integration, and Operations Forum. The Forum will again be held at the Los Angeles Convention Center. The hotel may or may not be the same. The goal is to double attendance next year. Attendance this year was not up to original expectations, presumably due to travel restrictions and cancellations prompted by the Sept. 11 attacks. The 2002 ATIO Forum is tentatively planned to have three parallel tracks comprised of roughly 28 sessions. Mr. Richardson asked the TC to begin to formulate a plan for an ATS-supported track.


3. Planning for 2002 AIAA ATIO Forum
The 2002 AIAA Aircraft Technology, Integrations, and Operations (ATIO) Forum will be held October 1-3 at the Los Angeles Convention Center. Note that these dates are different than those printed in the "call for papers" brochure distributed at the meeting.

Our TC is committed to producing one session for 2002 ATIO. Members are encouraged to organize additional sessions if they wish. John-Paul Clarke briefed the TC on discussions he and Todd Farley had had with representatives from the AIAA ATM Program Committee (Dr. Wilson Felder) and the AIAA Economics TC (Dr. Paul Collopy) regarding the potential for these three groups, along with the AIAA General Aviation TC, to collaborate on an entire track at the 2002 ATIO Forum. The theme of the track would be built upon the interrelationships between ATM, infrastructure, and economics, both in the US and abroad.

Bruno Kisala requested that we construct a slate of potential sessions, and provide that to him. John-Paul accepted responsibility for this action item.


4. Review of FAA security hotline recommendations
Dan Salvano briefed the TC on an urgent need for our support. In the wake of Sept. 11, the FAA's security hotline has been deluged with recommendations for ways in which to improve the security of air travel. The TC has been asked (with Jane Garvey's explicit concurrence) to assist in reviewing these recommendations.

Tens of thousands of suggestions that have been received to date. An FAA group is doing the initial filtering of the suggestions, reducing the number of feasible suggestions down to 100-200. The FAA is asking our TC, as an unbiased, non-FAA group, to review these suggestions and identify a handful of them (5-10) which are most promising for immediate action. Our job in reviewing these suggestions would be to answer the questions:
- How effective would this suggestion be in improving security?
- What is the timeframe for implementation?
- How feasible is this suggestion?

While the ATS TC would be the core of the review team, we would have the authority to enlist the assistance of other TCs, as necessary. Our TC also would be allowed to make separate security recommendations to the FAA panel, independent of those identified as part of this review.

For obvious reasons, this initiative is time-critical. The FAA is asking for our recommendations by mid-December. A meeting was scheduled for Wednesday, October 24 in Washington, DC to coordinate this activity with the FAA. Dan Salvano and Nora Lawson stated that they would attend on the TC's behalf. TC members can expect further details and assignments shortly.


5. TC Chair nominations
Nora Lawson's term as TC Chair expires in May 2002. TC Chairs serve a two-year term. Nominations for the position are open through November 21, 2001. The new Chair-elect will be determined by December 7, 2001. This will provide ample time for the Chair-elect to make plans to attend AIAA Chair training, which is conducted the weekend prior to the AIAA Annual Meetings in Reno, NV (January 12-13, 2002).

A solicitation for nominations was made at the TC meeting. John-Paul Clarke nominated Todd Farley for the position of TC Chair. Todd accepted the nomination.


6. Co-sponsorship of ATM and Environment Symposium
NEXTOR (National Center of Excellence for Aviation Operations Research) has sponsored Prof. John-Paul Clarke to organize a symposium on the subject of "ATM and the Environment". John-Paul would like the ATS TC to cosponsor the event, which will be held this coming Spring at MIT's Endicott House, a 1934 mansion-turned-conference center in Dedham, MA. Those members present were supportive of the idea. Nora and John-Paul will pursue this possibility, coordinating with Bruno Kisala as necessary.


7. AIAA Congressional Visits Day (click here for more info)
The TC needs to coordinate a presence at the 2002 Congressional Visits Day (CVD) in March. Nora participated in the event last year and was successful in getting safety and capacity incorporated into the issues list presented to the Congressional leaders and staffers. Jim Cistone and Todd Farley volunteered to coordinate this year's effort. Bruno Kisala is due to start the planning meetings shortly.


8. Demo of new TC website (http://www.aiaa.org/tc/ats/)
Our TC website has undergone a redesign. Notable differences include:

  • an "at a glance" home page containing recent news, an action item summary, an upcoming events calendar, and quick links for sending email to the Chair or to the entire TC (no more wondering if you've left anyone off of your distribution list)
  • the beginnings of an expanded library, including TC papers, meeting minutes, etc.
  • a new look common to the www.aiaa.org parent site
Member biography pages have changed in format only; the content has not changed. If your bio needs updating (or is missing), you are encouraged to send the update information to Todd Farley at your convenience.

All comments and suggestions are welcome.


9. Next TC Meeting
No tentative date was set for the next TC meeting. Traditionally, the meeting has been set to coincide with the ATRIF Spring meeting and FAA Forecasting meeting in early March in Washington, DC. There was some discussion of polling the membership to determine if that event still attracts a significant portion of out-of-state TC members, or if perhaps some other event in that general timeframe might better mesh with members' schedules (e.g., meeting of the Transportation Research Board, week of January 12). Members are asked to submit their suggestions to Nora.


10. Action Items:
John-Paul: Coordinate effort to provide Bruno a tentative slate of sessions for a combined ATS-ATM-Economics-GA track at 2002 ATIO Forum.
Dan: Provide feedback to TC regarding involvement in the review of FAA hotline recommendations.
John-Paul/Nora: Coordinate TC co-sponsorship of ATM & Environment Symposium.
Jim C./Todd: Coordinate with Bruno regarding CVD.
