Visitor Doug Page presented "Student Design/Build/Fly Competition" by the AIAA Foundation.

The competition is sponsored by Cessna and the Office of Naval Research.
Participation has nearly doubled every year since 1996.
They use new design requirements each year.
The 1999 Fly-off is April 24th & 25th at Webster Field, MD.
They are soliciting Paper Judges (20) and Fly-Off Judges (12).
Bob Simms suggested that the TC Chair send a "thank you for support " letter out each year, directed to each member's boss, boss's boss, etc. Yearly accomplishment reports will be requested from TC members, due prior to the April meeting, describing what you have personally done for the Committee during the past year. Tom will e-mail out a template for this report.

Bob Simms & Tom Healy briefed us on a high level meeting between TC chairs, TAC (Technical Activities Committee) and AIAA management that they attended, which focused on group dynamics and communications.
A motion was made by Doug Young and seconded by Charlie Dauwalter, and was passed to approve the minutes of the last DETC Meeting.
Bruno & John attended the Hyatt/St. Louis SDM 1999 Planning Meeting.
DETC is sponsoring 3 tech sessions:
Session 1 Doug/Paul - chair/co-chair
Session 2 Bruno/Mike - chair/co-chair
Session 3 John Schuck/Tom Healy- chair/co-chair
Boeing/St. Louis tour is for the entire AIAA Conference. There will be 2 Buses to carry 90 people total, so sign-up early or there will not be space.
**You must sign up at registration for this tour.**
The timing of the SDM Agenda was discussed in terms of how many people can actually support 3 full days.
Eleanor Aldridge - AIAA 2000 Space Technology Conference:
Boeing & Air Force will be sponsoring it on the West Coast. (It has historically been held in Huntsville, AL)
This year's Albuquerque, NM 1999 Space Technology Conference will be held September 28th-30th (right before the balloon festival).
A DETC Panel Session is being considered for Space Technology '99, entitled "Design Engineering Innovations on New Launch Vehicle Programs".
The plan is to have a good Space Architecture Working Group panel or paper session at Space Tech. Conference 2000.
'99 DETC Engineering Award:
Bruno came up with one nomination out of the Boeing T-45 vertical stabilizer group. No other nominations materialized. Bob recommended not awarding the award this year, due to the lack of competition. A renewed effort will be made to generate nominees for next year's award.
SDM 2000 will be hosted in Atlanta, GA:
Special Presentations:
Julian Blosieu of JPL gave an informative presentation on "Process to Generate Needed New Technology Products in a Shorter Time".
David Nixon, Principal of Altus Associates (an Architectural Firm) presented "Space Architecture - Habitability"
Nominations for New Vice Chair for DTEC:
Nominees will also be solicited via e-mail.
Tom will ask those nominees for a qualification statement and a time commitment, and publish these via e-mail.
Ballots will be taken prior to the April SDM Meeting.
Those nominated at the Reno meeting included: Jon Schuck, Doug Young, and Dave Laananen.
Bob Simms mentioned that "associate" DETC members (young members without the strict attendance requirements) should be solicited for DETC membership if the opportunity arises. The same applies to international DETC prospects.
Note: Try to keep attachments under 2MB when e-mailing to subcommittee members.
AIAA is planning a 100th year Anniversary of Powered Flight Expo. for 2003 in Dayton, Ohio.

Various options to change the SDM agenda were discussed to compress the schedule somewhat. It was decided to support the following schedule:

Bob Simms suggested that people put some thought into the things that we've done right in the past, as well as the things that haven't gone so well. The DETC needs to refocus itself on its products.
Tom is working on a brochure to pass out to prospective new members that describes the workings of the committee.

Roy Gibbons of UAV (Unmanned Aerospace Vehicles) Working Group visited us to extend an offer to liaison with the DETC.

The meeting was adjourned at 11:15 am.
