WELCOME & CHAIRMAN’S CORNER

Tom Healy opened the meeting and welcomed all who were in attendance. The following items were presented or discussed:

Many of the absences were explained (hurricane, funding / company support, beginning of the academic year). David Laananen is on Sabbatical Leave in Stuttgart for the next year.
The new URL for the DETC is http://aiaa-detc.cal.boeing.com (Editor's note - as of November 1998, the URL has been changed to http://www.aiaa.org/tc/de )
Design Integration Subcommittee (DISC) has a Website set aside for the review of abstracts.  The URL is http://155.217.116.38/aiaadetc/Action_Items.html#SDMabstracts99
The January '99 DETC meeting Secretary is needed, no one volunteered and no one was assigned.
Dinner plans have been set for tonight at Mr. Stox at 7:30 PM, attendees were confirmed.
The September 30th Jet Propulsion Lab (JPL) tour was discussed and will be held from 2:00 - 4:00 PM. Julian Blosiu will be our host. Attendees were confirmed and maps distributed.
The agendas for today and tomorrow were reviewed.
The Technical Activities Committee (TAC) is reviewing all AIAA Technical Committees (TC). By the year 2000, all TCs must be productive, those which aren't will be revamped or disbanded. Tom Healy (our Chairman) and Bob Simms (our Chairman-elect) will attend an "All TC Chairman" meeting with the TAC Workshop in Reno, Nevada on January 10 - 11, 1999.
All the DETC subcommittees were reviewed for membership. Tom reminded all DETC members of their obligation to seek out their own replacements prior to leaving the DETC.
The AIAA Education Committee will meet in Reno on January 10th, 1999 (Sunday), prior to the Aerospace Sciences Meeting. We need a Liaison to meet with them on Sunday evening.

    Ted presented some of his 1994 Ph.D. dissertation on aspects of artificial gravity for space habitation (see attachment for more      information)

OLD BUSINESS

Meeting minutes from the last DETC meeting in Long Beach (September 1998) were discussed. Frank Moon acted as the Secretary in Long Beach. The minutes were reviewed and approved.
The Treasurer's Report was given by Bob Dauwalter. The DETC has a checkbook balance of $584.48 . Use of membership donations (typically $5.00 per year per member) was discussed. Suggestions for how to use these funds were requested and will be discussed during New Business, tomorrow. The Treasurer's Report is attached.
Future DETC meetings were discussed - with the possibility of a Panel Session for the DISC in 1999 and possible Paper Sessions in 2000.
It was discussed that at the upcoming January 1999 DETC meeting, our Design Education Subcommittee (DESC) needs to meet and work with John McMasters.
At SDM in April 1999, 2 or 3 paper sessions are planned. We have 18 paper abstracts currently being reviewed for the Design Integration SC. Jon Schuck reported the web page based abstract review is working well. This will be discussed further tomorrow.
The article for Aerospace America Highlights has been submitted by Michael Johnson and should be published in the November 1998 edition. Other suggestions have been made to Michael to include our Design Engineering Award information and our URL. Tom Healy will give the Secretary the text of this article for distribution with the meeting minutes (they are attached).
We still are accepting 1999 Design Engineering Award Nominations. It was asked that Tom Healy find out who the contacts in corporations are that received the nomination forms, so some follow up can occur.
The question was raised whether the DETC wants to meet next fall at:
  1. 1999 WAC on October 18 - 19 in San Francisco, CA or
  2. 1999 AIAA Space Conference on September 28 - 30 in Albuquerque, NM
Bruno Lohmueller is hosting the SDM in St. Louis in April 1999. Tours are being looked into at this time.
Bruno also mentioned that the Fourth Edition of the Design Guide Subcommittee's (DGSC) publication, the "AIAA Aerospace Design Engineers Guide" is off the press. The book can be purchased at the AIAA desk here at this conference. Also, our AIAA Design Guide editor, John Calderone, is here to work with the DGSC to document the Lessons Learned from this past revision cycle.

Old business was concluded for the day and the DETC broke into Subcommittees for the afternoon.

NEW BUSINESS

Jon Schuck gave an update for the April 1999 SDM Conference in St. Louis. The evaluation of the abstracts for 18 papers has been progressing smoothly. It was proposed that all papers with ratings of 1.5 or higher be accepted, this would include 15 of the 18 papers. Three Paper Sessions could be arranged for the presentation of these papers. The Panel Session was discussed and the logistics of having three Paper Sessions and a Panel Session would be difficult to arrange, together with a Plant Tour and our DETC meeting sessions. It was suggested that the Panel Session could be moved to next fall. We also need a Chair and co-chair for each Paper Session, it was suggested that the co-chairs could be candidates to serve on the DETC in the future. Assuming we had a Panel Session and three Paper Sessions, the scheduling alternatives were discussed. Jon will negotiate the schedule with the SDM Conference Chair.

Planning for the Centennial of Powered Flight is underway. Frank Moon was unable to present a summary of the upcoming event because he had to return to work earlier than planned.
The JPL Tour details were finalized for this afternoon.
The vote was held on which conference to attend:
1.) 1999 WAC on October 18 - 19 in San Francisco, CA or
2.) 1999 AIAA Space Conference on September 28 - 30 in Albuquerque, NM
The Chairman made a proposal to go to the Albuquerque Conference. A motion was made and seconded to vote on that proposal. The logistics of not having a local Host in New Mexico was discussed and Doug Young volunteered to act as Host if the DETC voted to meet at the Space Conference. The vote was held and the proposal passed - the DETC will meet in Albuquerque next fall.

The organization chart of the DETC was reviewed, there were many changes, Tom's attached agenda / presentation has the latest updates included on the chart. The continued membership of several inactive members was discussed.
A question was raised whether we want to support the AIAA UAV (Unmanned Air Vehicle) Coordinating Committee as a Technical Committee. Possibilities also include acting as a Liaison, or just having individuals participate. As a TC, we voted to not support this activity at this time, as it is too specific to aircraft design. Tom will remain on their mailing list and several members requested the background information on this committee for their personal interest.
Osh Kosh Fly-in from July 28 - August 3, 1999 was discussed. It was also agreed to not support this as a TC, but Mike Lichter and Paul Trimarchi will contact them individually.
Our DETC budget was discussed and 2 proposals were made:
  1. Present a copy of our Design Guide with the Design Award at SDM in 1999. Bob Simms will be given an action item to look into this.
  2. Present a copy of our Design Guide to speakers at our Paper Sessions. This could be one book per Paper Session or a single book for the "best presentation" of all the Paper Sessions. The logistics for selecting the best paper was discussed and the judging process would need to be developed. Dorothea Fitzsimmons took an action item to put together a "straw horse" for this proposal.
