Meeting began with a review of the agenda and introductions.  

Chairman's Corner

Old Business - Approved April 1999 meeting minutes.
Suggestion was made to place all future meeting minutes attachments on the DETC web page and to only e-mail the main text of the meeting minutes to the members. Subcommittee meeting minutes are due to the designated meeting secretary by the end of the meeting. The Architecture working group meeting minutes will be included with the other subcommittee minutes.
Member Assignments:
Member subcommittee assignments were reviewed and revised.
Liaison assignments were reviewed and revised.
Tim Hintz & Jon Schuck were assigned as the System Engineering TC liaisons.
Steve Bauman was assigned as the Academic Affairs Committee liaison.
There are still some open slots on the DETC and members were asked to help recruit. The DETC specifically needs more representation from government and academia. The general call for nominations to the TC's is out.
Year 2000 Meetings:
  1. AIAA Aerospace Sciences Conference in Reno, NV - January 11 & 12.
  2. AIAA Structures, Dynamics & Materials Conference in Atlanta, GA - April 4 & 5. The DETC is sponsoring two paper sessions which may include some student papers.
  3. AIAA Space & Technology Conference in Long Beach, CA - September 20 & 21 (tentative)
Aerospace Architecture Working Group Meeting in Toulouse, France - July 10-13.
Subcommittee Actions:
Specific action items for the subcommittees to address during this meeting were:
  1. Review and update SC charter
  2. Identify metrics
  3. Develop near term and long range plans
  4. Finalize plans for upcoming Reno meeting
Special Presentations:
Four members who have not made a special presentation scheduled presentations for the year 2000 meetings:

Reminders:
Everyone should be recruiting new members.
Members should consider creating a yearly status report to assist the chair in writing letters to sponsoring management thanking them for their support. The reports are due to the chair by the end of the year.

Year End Article Status:

The year-end Aerospace America article has been submitted for publication.

Special Presentation:

  1. Kevin Bell gave a special presentation on Space-based laser demonstrator support technology under the UltraLITE program at the Air Force Research Laboratory.

Long Range Plan Update:

Doug Young presented the DETC Long Range Strategic Plan for discussion.
7 Objectives/Tactics were proposed to meet the DETC Mission:
  1. Improve/Cultivate Relationships with other TC's:
    Current TC liaisons are adequate at this time. The DETC should improve liaisons at the Space Conference and should pursue joint paper sessions with other TC's as appropriate.
  2. Annually Publish Aerospace America Articles that Promote Noteworthy Design Engineering Activities:  
    Discussed options of preview or post review of paper sessions and more stand-alone articles. Also discussed utilizing the back section of Aerospace America more often for small updates and announcements.
  3. Publish Aerospace Design Guide that is Recognized as a valuable tool for Design Engineers:  
    A suggestion from Frank Moon on enhancing Guide sales by offering the Guide for sale at local AIAA chapter functions sparked a discussion on the need for better relationships and coordination with the local chapters. An action item for all members is to determine who their local section chairs are and discuss DETC involvement with them. Results should be brought to the Reno 2000 meeting or emailed to Doug. Local contacts can be found on the AIAA web site. The DETC will determine at the Reno meeting ways to utilize the local chapters (Design Guides sales, award nominations, new membership, brochure/survey distribution, DETC overview presentations, etc.). Members are encouraged to attend/participate in local chapter functions.
  4. Promote fundamental Design Engineering curriculum within Educational Institutions:
    The DETC needs to strengthen relationships with committees that influence the accreditation process.
  5. Recognize Design Engineers who have made outstanding achievements:
    Establish an annual Ad hoc working group responsible for generating at least three nominations each year. This is crucial for the continuance of the award.
  6. Support the Genesis of a New TC for Aerospace Architecture Design:
    Add TAC review gate milestones to long range plan and communicate TC creation process steps to the Architecture Working Group.
  7.  Enhance Collaborative Engineering Process:
    Publish articles and sponsor paper/panel sessions.
    The subcommittees should provide updates to the strategic plan roadmap to Doug by October 22, 1999 (via email or fax 810-531-5001).

Design Award Plans:

The call for the award is not publicized well enough and the help of all members is needed. In the future, the DETC needs to contact upper engineering managers for nominations. All members should provide Bob Simms with the name, address and title of appropriate persons to contact with the call for award nominations via email by Thanksgiving, 1999. Information on past winners of the award can be found on the DETC web site.
A nomination to give a copy of the Design Guide to the Design Award winners was approved. The suggestion was also made that congratulatory letters be sent to the managers of the winners to increase the notoriety of the award.

Annual Newsletter:

Bob Simms suggested creating an annual newsletter similar to one used by another TC to promote the activities accomplished by the DETC over the past year and to distribute it at the SDM Conference and to the liaisons and local chapters. This is a good recruitment and PR tool.

Space 2000 Conference Coordination:

Tom Healy volunteered to be the DETC coordinator in support of the Space 2000 Conference in Long Beach, CA. DETC participation was warmly welcomed at a Space 2000 organizational meeting (9/29/99) in the technology track, for as much responsibility as we could accept. The DETC decided to tell the conference organizers that we would take on the track lead, with Tom Healy as track chair, and one panel and two paper sessions. Dorothea Fitzsimmons, Bob Simms & Doug Young volunteered as session chairpersons for the conference. A local host is still needed for this conference.

Design Education
Preliminary results of the Design Engineering survey were presented and confirmed the perception that graduating engineers are lacking in basic engineering/physical judgement. An article based on the survey results will be written for publication in Aerospace America. The article is also planned for presention at the Reno 2000 conference.
Design Guide
A copy of the Guide will be given to Design Award winners by AIAA at no cost to the TC. AIAA is also working on a procedure to provide Guides to the TC on a consignment basis for sale at local section events. SI units will be incorporated into the 5th edition and a CD version will be investigated. Dorothea is maintaining a spreadsheet of corrections and suggested additions.
Design Integration
A special meeting with the Systems TC is planned during the Reno 2000 conference to discuss opportunities for collaboration. The DETC will have 2 paper and no panel sessions at the SDM 2000 conference and there are presently 5 papers per session. Call for Papers themes and panel topics for the Space 2000 conference are due at the Reno 2000 meeting. Rusty Phillips will write the 2000 year end article. Inputs for the article will be based on brief summaries of paper/panel session highlights and short paragraphs submitted by DETC members during the SDM conference. The DETC plans on 1 paper session on "Design for Cost" and 2 panel sessions on "Creating Effective 1st Year Engineers" and on "Helicopter Design" for the Reno 2001 conference.
Aerospace Architecture
The working group met July 13-15, 1999 at the Denver conference. Minutes from this meeting were distributed in September and will be posted on the web site. The working group's next meeting will be held in Toulouse, France on July 10-13, 2000. It is planned for 2 members to attend each DETC meeting in the future.
