SECTION V - PROPULSION SUBCOMMITTEE CHARTER

SCOPE:

The Propulsion Subcommittee is established and maintained by the GTTC to promote:

1.      The arts, sciences, and technologies associated with the duplication and simulation of propulsion environments.

2.      The testing of aerospace propulsion systems, subsystems, and components.

3.      The development of test techniques in ground test facilities such as wind tunnels, space environmental facilities, engine test and other appropriate facilities.

STRUCTURE:

The Propulsion Subcommittee is staffed entirely by members of the GTTC.  Staffing needs are accommodated each year by the Membership Subcommittee in reviewing the needs of the Propulsion Subcommittee in selecting new members. Normal tenure on the Propulsion Subcommittee is four years.

The Chairperson and Vice-Chairperson of the Propulsion Subcommittee serve one year terms.  The Chairperson may select a Secretary for the subcommittee at his/her discretion.  The Vice-Chairperson is elected annually by the members of the Propulsion Subcommittee at the Aerospace Sciences Meeting (ASM) GTTC meeting with the term of office beginning immediately at the close of the next summer GTTC meeting.  The Vice-Chairperson then assumes the Chair position after a term of one year.

OBJECTIVES:

1.      Support and promote the GTTC's activities.

2.      Support and promote technical conferences, symposia, and courses for benefit of the technical community.

3.      Encourage the development and effective dissemination of new technology in propulsion ground testing.

4.      Provide technical expertise and formal consultation to government and industry.

5.      Promote cost effectiveness and flexibility in facility design and testing.

6.      Promote, where appropriate, standard methodologies for ground testing techniques.

7.      Provide recognition for significant technical contributions and contributors in propulsion ground testing.

8.      Provide information on ground testing to students and professionals to aid in their career development.

9.      Coordinate with appropriate TCs to broaden understanding and to promote cooperation.

OPERATION:

1.      Meet two times annually at times and locations concurrent with the scheduled GTTC meetings.

2.      Present a formal report at each GTTC meeting.

3.      Organize appropriate sessions for the Joint Propulsion Conference (JPC), the AIAA Advanced Measurements and Ground Testing Conference and the ASM.

4.      Assist the Conferences Subcommittee in identifying a technical chair for the GTTC-sponsored sessions at the JPC.

5.      Remain cognizant of activities of Propulsion Subcommittee affiliated Working Groups, Subcommittees, and other appropriate activities.

6.      Provide support to the GTTC and GTTC Publication Subcommittee concerning articles for the GTTC newsletter, the annual Aerospace America highlight article, preparation of position papers, input to the GTTC Annual Report to TAC, and review of proposed AIAA Journal articles.

7.      Provide representation to the GTTC Awards and Upgrades Committee for honors and awards.

8.      Maintain liaison with groups, agencies , and organizations (e.g., the Turbine Engine Test Working Group) which are involved with aerospace propulsion ground testing..
