CONFERENCE PLANNING SUBCOMMITTEE

CHARTER:

 

The Conference Planning Subcommittee is established and maintained by the GTTC to develop, plan, and coordinate the biennial Advanced Measurements and Ground Testing Conference and specific ground testing sessions at the annual Aerospace Sciences Conference and biennially at the Joint Propulsion Conference.

 

STRUCTURE:

 

The Conference Planning Subcommittee consists of the GTTC technical and administrative chairpersons for the Advanced Measurements and Ground Testing Conference (even-years summer) and the technical chairpersons for the GTTC-sponsored sessions at the Aerospace Sciences Conference (winter) and Joint Propulsion Conference (odd-years, summer). However, all GTTC members are encouraged to attend the Conference Planning Subcommittee meetings.

 

The Chairperson of the Subcommittee has a 2-year term and is the Technical Chairperson for the next biennial Advanced Measurements and Ground Testing (AMT/GT) Conference. The Chairperson appoints a Subcommittee Vice-Chairperson. The Subcommittee Vice-Chairperson also acts as the Administrative Chairperson for AMT/GT conference in coordination with the GTTC to “learn the ropes”.  Following the AMT/GT conference the Vice-Chairperson/Administrative Chairperson becomes the Subcommittee Chairperson and thus Technical Chairperson for the next AMT/GT Conference. 

 

Approximately every 10 years, responsibility for chairing the entire summer conference becomes a joint responsibility of the GTTC and the AMT. The Conference Subcommittee selects the GTTC Conference Co-Chairperson.

 

OBJECTIVES:

 

  1. Develop and plan the technical program which includes paper calls, special sessions, exhibits, special speakers, awards, luncheons, student papers, and short courses, etc. for the Advanced Measurements and Ground Testing Conference.  Develop and plan ground testing sessions for the annual Aerospace Sciences Meeting.
  2. Develop and plan ground testing sessions for the annual Aerospace Sciences Meeting.
  3. Develop and plan propulsion-related ground testing sessions for the Joint Propulsion Conference in the odd-numbered years.
  4. Coordinate all conference activities with AIAA.
  5. In coordination with the Aerodynamics and Propulsion Subcommittees, take responsibility for selecting the conference chairs for the GTTC-sponsored sessions at the Aerospace Sciences Meeting, the Joint Propulsion Conference, and the Advanced Measurements and Ground Testing Conference.

 

OPERATION:

  1. The Conference Subcommittee meets two times annually at times and locations concurrent with the scheduled GTTC meetings. Members will also meet as appropriate with other TC conference planners in meetings to resolve issues regarding the location of our conference program and sessions with other TC's.
  2. The Conference Subcommittee presents a formal report at each GTTC meeting.

AWARDS AND UPGRADES SUBCOMMITTEE

CHARTER:

The Awards and Upgrades Subcommittee is established and maintained by the GTTC to:

  1. Solicit nominations, review and evaluate nominations, and select the annual Ground Testing Award recipient. This award is presented for outstanding achievement in the development or effective utilization of technology, procedures, facilities, or modeling techniques for flight simulation, space simulation, propulsion testing, aerodynamic testing, or other ground testing associated with aeronautics and astronautics.
  2. Coordinate nominations and selections for other awards which are related to the activities of the GTTC. Use this award form for nominations.
  3. Encourage timely application or nomination of GTTC members for AIAA membership upgrade to promote recognition of GTTC membership and stimulate continued participation in Institute technical activities. Go to http://www.aiaa.org for membership upgrade forms.
  4. Coordinate the GTTC Outstanding Paper and Best Paper recognitions.  The format for these paper recognitions is explained below.

 

STRUCTURE:

The Awards and Upgrades Subcommittee is staffed by members of the GTTC. The Subcommittee consists of members provided by each of the GTTC subcommittees (Aerodynamic and Propulsion) and a subcommittee chairperson who can be chosen by the GTTC chairperson.  The subcommittee elects a vice chairperson for a 1 year term and the vice chair customarily assumes the role of the chair for one year.

 

OBJECTIVES:

  1. Promote the recognition of significant contributions by AIAA members to aerospace ground testing.
  2. Promote timely AIAA membership upgrades for members of the GTTC.

 

OPERATION:

  1. Conduct at least one annual meeting concurrent with a GTTC meeting prior to selection of the Ground Testing Award recipient.
  2. Correspond as required to meet the subcommittee objectives and schedules.
  3. Present a formal report at each GTTC meeting.
  4. Distribute nomination forms for the Ground Testing Award within the GTTC and to appropriate outside organizations and individuals.
  5. Establish nomination review guidelines and perform review and selection consistent with individual award selection criteria.
  6. Provide advance notification to the GTTC Chairperson and notify AIAA Head quarters of the recipient of the Ground Testing Award and the award citation, as scheduled by AIAA headquarters.
  7. Maintain award information and coordinate subcommittee activities as required to facilitate other awards and honors related to the GTTC.
  8. Obtain and review GTTC membership lists, solicit information to support membership upgrades, and forward the information to AIAA headquarters.
  9. Coordinate the GTTC Outstanding Paper and Best Paper processes (see Procedures).  

 

PROCEDURES:

GTTC Outstanding and Best Paper Award processes:

At each of the two yearly conferences in which there are GTTC-sponsored sessions, the chairs of these sessions are asked at the conclusion of their session as to which were the outstanding paper(s) in their session.   In order to be considered for Outstanding or Best Paper, there must be a published paper, which would tend to eliminate a number of invited papers.   For each conference, a list of these papers considered outstanding is compiled.   Electronic versions of these papers are then sent to a judging panel of Award and Upgrades Subcommittee members, who are selected by the Chairperson and asked to read and rate each of the papers against a set of criteria.  The criteria are:

1.     Technical Quality/Completeness, (50 points max). Some of the considerations which you may wish to apply here are, clearly stated purpose, a well developed introduction, methods used, the inclusion of an uncertainty analysis if applicable, well supported conclusions, breadth of references, or other technically applicable criteria.

2.     Technical Relevance, (25 points max). Considerations here should be

3.     Contribution to the state-of-the-art or knowledge, timeliness, innovation, etc.

4.     Quality of Presentation, (15 points max), In general assume that the presentation was adequate unless you have specific knowledge otherwise.

5.     Readability, (10 points max). Text, grammar, figures, tables, etc.   

Electronic versions of the Outstanding Candidates can be obtained from AIAA by contacting Sandra Turner via E-Mail.

The papers are judged according to the above criteria and a subjective determination is made as to how many of the scored papers deserve Outstanding Paper recognition.   The authors of those papers deemed worthy are mailed a certificate and cover letter signed by the GTTC chairperson.    See a sample copy of the cover letter. A sample copy of the certificate is shown in the attached PowerPoint file. 

 

This process is repeated for both the summer meeting and the annual Aerospace Sciences Meeting.   

 

The Best Paper recognition then takes the Outstanding Papers from the last summer meeting and Reno meeting and down selects to the best paper for that year in a GTTC-sponsored session.    The Awards and Upgrades Subcommittee Chairperson selects members of the Subcommittee to serve as a judging panel.  The same criteria are used to judge the Outstanding Papers.    The paper with the highest number of total points is awarded the Best Paper.    The Awards office at AIAA is then notified.   (Note:   The Best Paper judging should be completed no later than May 1).   At the Awards luncheon at the next summer meeting, a plaque is awarded to the Best Paper authors.

PUBLICATIONS SUBCOMMITTEE

SCOPE:

 

The Publications Subcommittee is established and maintained by the GTTC to promote:

 

·      Policies and dissemination of technical information in accordance with guidance from the AIAA Publications Committee

·      Publication of subcommittee documentation in the form of AIAA Guidelines, Recommended Practices and Standards.

 

STRUCTURE:

 

The Publications Subcommittee consists of members provided by each of the GTTC subcommittees (Aerodynamic and Propulsion). The subcommittee chairperson is chosen either by the subcommittee membership or by the GTTC Chairperson. The Subcommittee Chairperson may select a Vice-Chairperson at his/her discretion. Should membership fall below 5, the GTTC leadership shall help boost membership by matrixing all GTTC members to maintain a reasonable membership level.

 

OBJECTIVES:

 

1.     Support and promote the GTTC's activities.

2.     Support and promote technical conferences, journal publications, and symposia for the benefit of the technical community.

3.     Promote the development and submission of papers for AIAA’s technical journals and identifies and possibly organize potential topics and manuscripts for AIAA's book series.

4.     Support the editors-in-chief and editorial advisory boards by suggesting new advisory board appointees, new associate editors, and manuscript reviewers as requested and support Institute-wide publishing initiatives such as the launch of a new journal or book series.

5.     Provide TC support to all of the publishing activities of the Institute.

6.     Provide recognition for outstanding work reported at conferences.

7.     Provide a summary report of Ground Test Activities to the Aerospace America in the time period requested.

8.     Coordinate activities directed by the GTTC Chairperson relating to Publications.

9.     Publish pertinent GTTC information in the form of a semi-annual newsletter. Delivery of the newsletter shall coincide with GTTC-supported conferences.

10.  Maintain and keep current all GTTC information, formerly found in the GTTC Handbook on the GTTC Web Page.

 

OPERATION:

 

Structure the subcommittee membership to include members from the Aerodynamics and Propulsion Subcommittees.  Meet two times annually; times and locations concurrent with the scheduled GTTC meetings.

1.     Provide support to the committee for publication and news release guidance.

2.     Support special activities as deemed appropriate by the GTTC.

3.     Present a report of the subcommittee meeting at each GTTC meeting.

4.     Obtain newsworthy inputs from the GTTC for publication in the newsletter.

5.     Obtain recent membership and subcommittee charter information for publication on the GTTC Web Page.

STANDARDS SUBCOMMITTEE

Ground test facilities have always been a primary tool of aerospace research and development. As the industry has grown, so has the number and diversity of these facilities. Since ground test data provides critical information in support of aerospace research programs, the accuracy of that data must be available and understood by the users.

The GTTC has observed that information on experimental uncertainty is rarely requested or provided in the course of ground testing. As an influence in the aerospace industry, and as representatives of ground testing facilities, this committee is compelled to support the education of the industry, standardization of the methodology, and widespread use of the techniques. The Standards Subcommittee was established to fill this role.

 

STRUCTURE:

The Standards Subcommittee is staffed by members of the GTTC. The Subcommittee consists of members provided by each of the GTTC subcommittees (Aerodynamic and Propulsion) and led by a Subcommittee Chairperson and Vice Chairperson as chosen by the Subcommittee.

Elections for the office of Vice Chairperson of the Subcommittee will be conducted annually as a part of new business at the meeting of the Subcommittee concurrent with the AIAA Aerospace Sciences Meeting and the winter meeting of the GTTC. Assumption of the duties of that office for a term of one year will take place at the meeting of the Subcommittee concurrent to the summer meeting of the GTTC. The previous Vice Chairperson concurrently will assume the office of Chairperson to serve a term of one year.

 

OBJECTIVES:

  1. Promote industry awareness of the importance of experimental uncertainty and practices in pre-test planning and data analysis. Encourage users of ground test facilities to require experimental uncertainty information.
  2. Promote the standardization of experimental uncertainty methodology.
  3. Promote widespread usage of the techniques for determining and applying experimental uncertainty.
  4. Promote the use of experimental uncertainty in the definition of flow quality parameters, as provided by wind tunnel test facilities.
  5. Select a suitable means for publishing the results of this Subcommittee (e.g. AIAA Recommended Practices) and identify the distribution of these results to the ground testing community.
  6. Periodically review the publications of the Ground Testing Technical Committee to assure correctness and consistency with the state of the art in ground testing.

 

OPERATION:

  1. The Standards Subcommittee meets twice annually at times and locations concurrent with the scheduled GTTC meetings.
  2. The Standards Subcommittee presents a formal report at each GTTC meeting.
  3. The Standards Subcommittee accepts responsibility for organizing and hosting sessions germane to the scope of the GTTC in the technical programs of both the biennial AIAA Advanced Measurements and Ground Testing Conference and the annual AIAA Aerospace Sciences meeting.
  4. The Standards Subcommittee actively supports, maintains formal and informal (as appropriate) liaisons, and reports on the activities of groups, agencies, organizations and the like that are involved with experimental uncertainty. The Subcommittee will monitor the publications of other professional societies and be cognizant of new and alternative standards, such as ASME PTC 19.1, Measurement Uncertainty.
  5. The Standards Subcommittee creates and publishes information on experimental uncertainty through the AIAA Standards Program and contributes to documents published by other organizations, such as those defined in item 4.

GTTC Standards Subcommittee

 

·      Chairperson’s General Responsibilities

  1. Conduct of semi-annual meetings held in conjunction with GTTC scheduled meetings. These responsibilities include: setting and distributing an agenda at least one week prior to the meeting date; assigning action items to subcommittee members; and reporting subcommittee actions to the full TC.
  2. Regular communication with subcommittee members, including follow-up on action items.
  3. Attendance at TC administrative meetings.
  4. Distribution of the minutes of the semi-annual meeting to the TC Secretary.

 

·      Vice-Chairperson’s General Responsibilities

  1. Taking and typing onto electronic media the minutes of the subcommittee’s semi-annual meetings. These minutes are to be transmitted electronically to the subcommittee Chairperson for review and distribution.
  2. Assumption of the duties of the Chairperson in the event of his/her inability to conduct his/her responsibilities.

 

·      Publications Review

  1. The GTTC Standards Subcommittee Chairperson will be responsible for the maintenance of a listing of all GTTC publications and their publication date.

2.     Upon finding a publication which is 5 years beyond its publication or last review date, the Subcommittee will review that document. The Subcommittee will concur on one of the following courses of action:

    1. The publication is consistent with current practices, standards and/or scientific knowledge – no revisions required;
    2. The publication is inconsistent with current practices, standards and/or scientific knowledge – revisions are required;
    3. The publication is obsolete as a result of changing standard practices or the publication of an alternative document.
    4. See maintenance procedures.
  1. The review of each document will be announced by the Chairperson at the first meeting of the GTTC following the fifth anniversary of publication or last review of the subject document. All GTTC members will be encouraged to review the document.
  2. The recommendation of the Subcommittee will be sought at the next meeting of the GTTC. All members of the GTTC will be encouraged to provide comments at this meeting of the Subcommittee.
  3. Publications deemed not to require revision by the Standards Subcommittee will be noted in the Chairperson’s master listing as having been reviewed on the current date, to be reviewed 5 years hence.
  4. Publications deemed to require revision will be revised by a GTTC Working Group chartered by the Standards Subcommittee. The Working Group will be initially chaired by a member of the Standards Subcommittee. The Working Group will report to the GTTC and the Standards Subcommittee at least semi-annually at the regular GTTC meetings. The Working Group will conduct business in accordance with GTTC practices regarding Working Groups.

EDUCATION AND STUDENT ACTIVITIES

CHARTER:

 

The Subcommittee develops and advises the Ground Test Technical Committee on student programs, educational activities, and other matters pertaining to or having relation to ground testing education. This subcommittee was established recognizing that the science of ground testing must be continually infused with new talent and disseminated amongst our colleagues in order to maintain the ability to meet the testing challenges of new aerospace technologies. To promote this activity, this subcommittee will conduct student outreach activities and assist short-course management.

 

STRUCTURE:

 

The Education and Student Activities Subcommittee is staffed by members of the GTTC. The Subcommittee consists of members provided by each of the GTTC subcommittees (Aerodynamic and Propulsion) and led by a Subcommittee Chairperson and Vice Chairperson as chosen by the Subcommittee.

  1. Promote the education of ground testing technology.
  2. Promote ground testing to students of all engineering disciplines to achieve and maintain capabilities in aerospace ground testing and the associated technologies in light of aging workforces worldwide.
  3. Aid in the promotion of aerospace science career fields to pre-college and underclassman college students through AIAA national and regional outreach programs.

 

OPERATION:

 

  1. The Education and Student Activities Subcommittee meets two times annually at times and locations concurrent with scheduled GTTC meetings.
  2. The Education and Student Activities Subcommittee maintains, updates, and presents general educational material targeted to enlighten and energize high school and underclassmen college students about ground testing activities and careers in experimental aerodynamics/propulsion.
  3. The Education and Student Activities Subcommittee supports, acts as an informal liaison and reports on the ground testing training activities such as short courses, etc., conducted with the support of the AIAA groups.
  4. The Education and Student Activities Subcommittee will maintain the “GTTC New Member Orientation” and will develop guidelines for a “New Member Mentoring Program”.
  5. The Education and Student Activities Subcommittee presents a formal report at each GTTC meeting.

  2. Presentation storage and links will be maintained by the vice-chair or an appointed subcommittee member.  Presentation content will be reviewed (and updated if deemed necessary) by the subcommittee at least every two years.
