    AIAA Executive Director to Offer Congressional Testimony about NASA’s Cost and Schedule Overruns

    Dumbacher Calls on Congress to Provide Stable, Long-Term Funding and Help Address Workforce Needs

    June 12, 2018 – Reston, Va. – American Institute of Aeronautics and Astronautics (AIAA) Executive Director Dan Dumbacher will testify before the U.S. House of Representatives Subcommittee on Space on Thursday, June 14.

    What: “NASA’s Cost and Schedule Overruns: Acquisitions and Program Management Challenges”
    The hearing will consider recommendations to help minimize challenges that lead to increased costs and schedule on NASA programs
    When: 10:00 a.m., Thursday, June 14, 2018
    Where: Rayburn House Office Building, Room 2318
    Who: Daniel Dumbacher, AIAA executive director and a 30-year NASA veteran, will provide testimony. He will:

    • Recognize that several major programs have experienced challenges and highlight NASA’s implementation and continued utilization of robust risk, cost, and schedule estimation mechanisms that have helped to reduce cost growth against established baselines.
    • Emphasize the need for stable, consistent funding and a predictable budget process to help mitigate observed challenges in meeting projected cost and schedule targets.
    • Recommend that current workforce challenges must be addressed to ensure a diverse, knowledgeable, and experienced pipeline of STEAM-competent workers who are integral to program success.
