Colonel Neumann is a retired United States Air Force officer who served on active duty for nearly 24 years as an operational pilot in the KC-135 and B-1B, as a test pilot at Edwards Air Force Base and in other Pentagon staff assignments.  Col Neumann is a graduate of the USAF Test Pilot School and has been an experimental test pilot for over 25 years.  He was operations officer and a project test pilot during the initial developmental testing of the B-2 stealth bomber and later also participated in B-1B Lancer and EC-130 Compass Call and Commando Solo projects.  He was also an instructor pilot at the Air Force Test Pilot School and Deputy Commander of the 412 Operations Group at Edwards AFB, CA..  

Following his military retirement, Scott served in the Federal Aviation Administration as the Chief Technical Advisor and Special Assistant to the Director of the Aircraft Certification Service.  Following his tenure in the FAA, Scott returned to active flight test as a test pilot for a major defense contractor and currently works as an FAA Designated Engineering Representative (consultant) test pilot in Tampa FL.

Scott is a Distinguished Graduate from the United States Air Force Academy with a Bachelors Degree in Aeronautical Engineering and later earned a Master of Science Degree in Mechanical Engineering with distinction from California State University, Fresno.

After setting 10 aviation world records for time-to-climb in the KC-135R and the B-1B during his military flying, Scott joined the National Aeronautic Association’s (NAA) Contest & Records Board.  Scott was the primary author for two sections of the international Sporting Code governing world records for Aircraft and Unmanned Aerial Vehicles (UAVs).  Scott continues as an active member of the C&R Board, and as the United States delegate and Vice-President of the Federation Aéronautique Internationale Astronautics Record Commission (ICARE).  Most recently he was named as the Director of the NAA’s Pulitzer Electric Aircraft Race.
